| CONGRESS BACKGROUND
Last year, China’s leasing industry witnessed restructuring of some foreign leasing companies, establishment of financial leasing companies with bank background as well as the global financial crisis. As to policies and laws, although the legislation of Chinese Leasing Law aborted (not included in NPC’s five-year legislation plan), the tax reform (VAT & Turnover Tax) touted as one of the weapons to fight the financial crisis will have tremendous impact on the industry with no exception of lessors and equipment vendors.
Despite the global economic slowdown, China is believed to keep growing with the release of the reviving policies for 10 critical industries including equipment manufacturing, automobile, IT, Steel, non-ferrous metals, etc. Coupled with the 4,000 billion RMB spending package for the nations’ infrastructure development and the implementation of China’s healthcare reform, the bundle of measures is expected to help recover the confidence of vendors from construction equipment, healthcare and IT industries, in their further growth in China.
Against such a macro backdrop and based on last year’s successful event, we will present China Leasing Summit 2009 – Vendor Program under ‘the Crisis’. The summit will explore a broad range of topics such as continuing vendor finance amidst the economic downturn, optimizing partnership between lessors and vendors, localized risk management as well as the interpretation of the current situation.
